In support of the implementation of the strengthened population and immigration policies, and the expansion of the cultivation and retention of overseas compatriot students, the OCAC piloted the Industry-Academia Collaboration Overseas Youth Vocational Training Program Bachelor Degree (OYVTP Bachelor Degree) in the 2023 academic year to recruit overseas compatriot students with high school graduation or equivalent academic qualifications to come to Taiwan to study on four-year technical and vocational programs (undergraduate department,) allowing students to acquire solid technical and vocational education through hands on experiences; it offers courses in manufacturing, construction, long-term care, agriculture, e-commerce and services that meet global market needs.
    2. The study mode of the OYVTP Bachelor Degree focuses on industry-university cooperation and on cultivating mid-level technical talents. Starting sophomore year, students go to enterprises for technical training according to the needs of domestic and overseas industries. The proportion of internship and part-time hours may demand over half of a student’s academic work. With an allowance above basic income, students can be self-sufficient in life. After graduation, they can apply for employment in Taiwan through the “Points System (Scoring Criteria) for Foreign and Overseas Chinese Students to Work in Taiwan”.
  • Who is eligible to apply for the OYVTP Bachelor Degree?

    1. Taiwanese descendant students who were born overseas and have resided continuously to date, or have recently resided overseas continuously for more than 6 years, and have obtained a permanent or long-term residence permit in their place of residence.
    2. Meet the requirements of the " Standards for Recognition of Equivalent Educational Levels for University Admission " and have graduated from a local senior secondary school or above or have equivalent academic qualifications.
    (1)The Ministry of Education allows foreign graduates of similar schools whose graduation grade is equivalent to the second grade of domestic senior secondary schools to apply with equivalent academic qualifications; however, for those who are admitted and allocated, each technical college will increase the credits required for graduation.     (2)Graduates of Malaysian national or national type secondary schools and Brunei secondary schools can apply with equivalent academic qualifications.
    3.Mandarin proficiency: Obtain level A1 of the Test of Chinese as a Foreign Language (TOCFL) or study Mandarin for 240 hours in a certified overseas compatriot school (if the above requirements are not met when registering for this special class, the study hours should be made up after admission and before the end of the first school year).

    1. Overseas compatriot students who wish to apply to study in schools at all levels in Taiwan as overseas compatriot students must comply with the provisions of Articles 2 and 3 of the Regulations Regarding Study and Counseling Assistance for Overseas Chinese Students in Taiwan, that is, they must have lived overseas for more than 6 consecutive years. The term "overseas" refers to countries or regions outside Mainland China, Hong Kong and Macau.

Subparagraph 1, Paragraph 2, of Article 3 of the " Regulations Regarding Study and Counseling Assistance for Overseas Chinese Students in Taiwan stipulates "Attended an overseas youth technical training course conducted by the OCAC or a technical professional training program accredited by the central competent education administration authority.” It means, during the period of continuous overseas residence, if you come to Taiwan to study on the OYVTP (non-degree program, before the 41st session)" or a technical training class recognized by the Ministry of Education (non-degree program), it is not regarded as a break in continuous residence, and the period of residence in Taiwan will not be included in the calculation of the period of residence abroad.

  • What financial counselling measures are in place for the OYVTP Bachelor Degree?

    1. The OCAC provides the following subsidies: (New Taiwan Dollars)
    (1) Scholarship for Top Overseas Compatriot Students: Starting from the 2023 academic year, merit-based scholarships for top overseas students are provided and awarded. The scholarship is NT$100,000 per academic year. If the results meet the qualifications, it can be renewed for the second academic year, with a total of 200,000 for the two academic years.
    (2) Tuition fee: Tuition fee for the first and second academic year is subsidized, NT$20,000 per student per semester.(If the tuition fee of the public school is less than NT$20,000, the actual amount will be the upper limit of the subsidy)
    (3) Academic Excellence Scholarship: merit-based basis, NT$6,000 per person per academic year.
    (4) Subsidy for picking up new students at the airport.
    (5) Overseas compatriot insurance (6 months): a total subsidy of NT$600 (before joining health insurance after arriving in Taiwan).
    (6) Health insurance: Subsidy half of the deductible of health insurance premiums for economically disadvantaged students (monthly subsidy of NT$413).
    (7) Work-study and study subsidies: NT$2,500 per student per month for students who have the opportunity to work-study.
    (8) Emergency consolation and assistance: Assistance will be provided on a case-by-case basis.

  • Do students of the OYVTP Bachelor Degree get preferential treatment when taking out overseas compatriot insurance or national health insurance?

    In order to take care of the OYVTP students who have just come to Taiwan to study, the OCAC provides overseas students with medical insurance for injury and illness. In addition, for overseas students from poor families, it also subsidizes half of the health insurance premium deductible. Those who purchase insurance as a dependent must bear all their own fees.

  • Can consolation money be applied for if a OYVTP Bachelor Degree student requires medical treatment or has an emergency during the period of study?

  • Can OYVTP Bachelor Degree  students do other work besides the internship?

    If students of the OYVTP Bachelor Degree need part-time work in Taiwan (whether on-campus or off-campus), they must apply for a work permit from the Ministry of Labor. The work permit period can be up to 6 months at a time, and the maximum work-study limit per week during the semester is 20 hours, with no limit during winter and summer vacations. If students want to apply, they can ask their teachers for assistance after enrolling.
